The principle is simple. Currently, £300bn of taxpayer’s money is spent on public services and goods each year. While there is legislation to govern that spending, for example, guidelines to ensure that social value is mandatory, there are little or no requirements for the purchasing departments to consider environmental factors, such as:
- Emissions of over 80,000 fleet vehicles
- Packaging and wastage in products and supplies to over 24,000 schools
- Policy to extend the life of – rather than replace – the hundreds of thousands of laptops and IT equipment across UK government buildings
And in the words of David Shields – the brilliant mind behind this campaign and – we think this is bonkers!
One small change to legislation could ensure that every penny of the £300bn spent on public goods and services each year must consider environmental factors, and contribute to a net positive outcome, ie “a business approach in which a company puts back more into society, the environment and the global economy than it takes out.”
Doesn’t that make sense?
The change is so simple, and, however you feel about the Brexit word, we now find ourselves at a time when we can influence the UK Procurement Bill 2022; this is the Bill that sets the standards by which public money is spent – and we have the opportunity to change it for the first time.
But we must act quickly. To make any change to the legislation we need at least 10,000 signatures on to take the request to The House of Lords. Ideally, we would like to gather 100,000 signatures to raise the issue in Parliament. But we need to act now as we have a matter of months to gather the vital signatures and support.

It is for these reasons, that IEG is appealing to our network. Take one minute (today, please?) to to support change that would carry huge benefits for generations to come. The long-term benefits would not only contribute to environmental factors. But financially too with reduced wastage, cleaner air, and wonderfully simple ideas such as regenerating power at the source.
